If your sign surface is stable, I could sand it and paint it while it is mounted. I would just do my working before or after your business hours.
I was thinking $350 in that case, with a stable surface that just needs the flaking paint sanded. I would do an outdoor primer paint made for slick surfaces, then paint with high quality exterior house paints and seal with a water based polyurethane.
